Raymond “Ray” Spaulding is the Director of Specialized Services for the Department of Management Services (DMS). He is charged with managing the approval of the State’s fleet of motor vehicles, watercraft, and aircraft purchases, tracking inventory and utilization management within the State’s fleet information management system (FleetWave), and administering the disposal by auction or scrapping of surplus equipment. Mr. Spaulding also manages two federal property assistance programs that acquire and distribute U.S. Department of Defense and federally-owned tangible personal property declared excess/surplus by the military and federal government.

Mr. Spaulding retired as a Major in the United States Marine Corps and has a variety of experiences in uniform and in State government. He previously served as the Chief of Environmental Services for the Florida Division of States Lands. Before that, he was the Director of Military and Veterans Affairs at Florida Agricultural and Mechanical University (FAMU); the Chief of Fleet Management and Federal Property Assistance at DMS; and a Senior Analyst on the Florida  Senate’s Committee on Military and Veterans Affairs, Space, and Domestic Security. As an active-duty Marine, Mr. Spaulding commanded Marines and Sailors through two combat deployments to Iraq (2004-2006) as the Commanding Officer of Weapons Company, First Battalion, Second Marine Regiment; he commanded the Marine Corps Reserve Center in Tallahassee; he served as the Assistant Professor of Naval Science at FAMU Naval ROTC Unit; and he served in several command and staff billets. Ray served on the Florida Advisory Council on Small & Minority Business Development from 2014-2015.

Mr. Spaulding is the son of a career Army Officer and grew up in a variety of places both in the United States and in West Germany. He is a graduate of FAMU with a Bachelor of Science in Political Science. He is married to Vanessa Spaulding, a graduate of the University of Florida (BS) and National University (MBA). Ray and Vanessa live in Tallahassee with their daughter, Scarlette. Their sons, Ray II and Will, are both serving on active duty as Commissioned Officers in the United States Army and United States Marine Corps, respectively.
